PQA convened a Health Plan Measure Concept Advisory Group (MCAG) to review and provide input on measure concepts for development in 2026 and beyond. PQA invites public comments on five health plan measure concepts that have been reviewed for potential future development.
PQA is providing a 15-business-day public comment period and is accepting comments now through November 10, 2025, at 11:59 p.m. ET. We encourage you to discuss these health plan measure concepts with colleagues and business associates. Learn more about these measure concepts below.

Pleio CEO Michael Oleksiw notes that 74 percent of Americans with chronic conditions believe loneliness is actively deteriorating their physical health. Even more concerning, over half say loneliness interfered with taking medications as prescribed, which spikes to 70 percent for those on specialized medications.
Improving Patient Experience with AI

Combating Vaccine Hesitancy
As federal health officials such as Health and Human Services Secretary Robert F. Kennedy Jr. sow doubt about vaccine safety, and leading clinical groups establish their own vaccine recommendations that significantly diverge from the CDC’s guidance for the first time in decades, Academy of Managed Care Pharmacy CEO Susan Cantrell, RPh, MHL, CAE, urged pharmacists to take a proactive approach in educating their patients.
Comments Invited on Five New Health Plan Measure Concepts 
In the earliest phase of the PQA measure life cycle, PQA conducts conceptualization activities to prioritize measure concepts for future development. Aligned with this process, measure concepts that meet key gap areas identified through environmental scans are evaluated by PQA staff and PQA’s Health Plan Measure Concept Advisory Group (MCAG) to vet their appropriateness and readiness for development.
PQA invites public comments on five health plan measure concepts. Please note that measure concepts are draft in nature. As a result, the specifications for these measure concepts are subject to change. The five health plan measure concepts included for public comment include:
- Statin Use in Persons with Chronic Kidney Disease
- SGLT2 Inhibitor Use in Persons with Chronic Kidney Disease and Heart Failure
- Treatment of Proteinuria in Persons with Chronic Kidney Disease
- Evidence of Guideline-Directed Medical Therapy in Persons with Heart Failure
- Cardiovascular Risk Reduction in Persons with Diabetes
A summary description and key points for the health plan measure concepts are provided for review. Your public comments help PQA identify which measure concepts are best suited for future development.
Comments will be posted following the close of the public comment period in the Member Resources Library. Comments are available by request to non-PQA members. Please submit your comments using the online form. All comments are due by November 10, 2025, at 11:59 p.m. ET.
