PQA Seeks Pharmacy and Payer Partners for VBA Pilots
The Pharmacy Quality Alliance (PQA) seeks interested pharmacy and payer partners to participate in proof-of-concept pilots to implement high priority blood pressure and hemoglobin A1c measure concepts in value-based payment arrangements (VBAs).
PQA has issued a request for interest (RFI) to gauge interest and willingness to participate in these pilots. The RFI and pilot process timeline is:
- March 17-April 8: Interested and qualified organizations submit responses
- April 27: Organizations are notified of their selection status
- May-July: Contracting phase for selected organizations
- August 2022: 12-month measurement period scheduled to begin
These pilots, in the context of pharmacy-payer VBAs, are designed to advance pharmacy quality measurement and patient care by evaluating the impact of innovative pharmacy services, gaining a deeper understanding of measure concept feasibility, and assessing value to stakeholders.
This project will pilot four pharmacy measure concepts in pharmacy-payer VBAs:
- Blood Pressure Control
- Blood Pressure Improvement
- A1c Control
- A1c Improvement
PQA will seek input from participants regarding the measure concepts’ feasibility, and best practices associated with collecting and reporting required data and calculating measure rates. This information may inform future refinements to measure specifications. The results will be disseminated to support scale, spread and sustainability of innovative pharmacy services supported by value-based payment models.
The pilots are funded in part by a grant from the Community Pharmacy Foundation and are part of PQA’s work to develop standard pharmacy performance measures that would be appropriate for use in value-based arrangements between plans and payers to support quality improvement.

This RFI is specific for pharmacy and payer organizations, but there are opportunities for technology vendors to participate in the pilots. The forms include specific areas for respondents to provide information about the technology solutions and systems they use and the support they receive from technology vendors. PQA encourages technology vendors to engage with their pharmacy and payer partners on this opportunity.
