PQA Measures


PQA Comments on Availability of Medicare Data for Performance Measurement

The Centers for Medicare and Medicaid Services (CMS) announced a proposed rule on June 3, 2011 “Medicare Program; Availability of Medicare Data for Performance Measurement” (CMS-5059-P) in an effort to make Medicare claim data available to “qualified entities” to create provider performance reports.  There are a growing number of entities that conduct performance improvement activities and public reports on provider quality, but these entities may be hampered by lack of Medicare data.  The Patient Protection and Affordable Care Act included a provision for standardized extracts of data from Medicare Parts A, B and D to be made available to qualified entities for performance assessment. 

 PQA has provided comments to Dr. Donald Berwick, CMS Administrator, on the proposed rule.  In general, PQA was supportive of the rules proposed by CMS to ensure that patient privacy is protected.  We did express concerns about some of the restrictions on the entities that would be considered “qualified” to receive the data, and the restrictions on the performance measures that could be used by the qualified entities.  The full comments can be viewed by clicking here.
